Cliff Lippard
Cliff Lippard is the executive director of the Tennessee Advisory Commission on Intergovernmental Relations (TACIR), a state agency that serves as a bipartisan forum for discussing and resolving intergovernmental problems. With over twenty-five years of experience researching and analyzing public policy, Cliff is responsible for assisting the commission’s twenty-five members in setting the organization’s strategic direction and for supervising the staff’s public policy research. He is also an adjunct associate professor at Vanderbilt University, where since 2006 he has taught courses on public policy, research methods, and fiscal administration, and an adjunct in the Master of Public Administration program at Tennessee State University. Cliff is originally from Indiana but has lived in Nashville for over 30 years. He earned his Bachelor of Arts in political science from Indiana University and holds a master’s degree and a PhD in public administration from Tennessee State University. He is a retired US Army Reserve officer, a veteran of both Gulf wars, and the recipient of a Bronze Star Award for Merit. Cliff and his wife, Teresa Morgan, and his stepdaughter, Simone, live in the Eastwood neighborhood of Nashville.
